Douglas Local Plan Order 1998
Site zoned as light industrial area. Officer noted this as an issue but found residential use acceptable given adjacency to residential properties, self-policing occupancy condition, and noise containment by adjoining masonry building.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved drawings
This approval relates to the submitted documents and drawings 5296/1, 5296/2, 5296/4 and 9296/5 all received on 15th March 2006.
Car parking restriction
The car parking spaces shown on drawing 5296/3 may only be used by the occupiers of the proposed residential unit and workshop and specifically car parking space number two must be kept available at all times for the occupants of the proposed residential unit.
Remove boat and trailer
Prior to the first occupation of the proposed residential unit the boat and trailer on the parking area must be removed.
Foul sewer connection
The proposed development must be connected to the main foul sewer.
Occupancy restriction
The proposed dwelling may be occupied only by the operator and family of the ground-floor workshop.

No ObjectionAs I understand that the site falls within an area zoned for residential use than I have no objection to the principle of the proposal. Provided that the necessary building and environmental health regulation can be satisfied I can see no material reason to object to the application even if it is an unusual proposal.

Conditional No ObjectionDouglas Corporation acting as The Agent for the Department of Transport, under the Sewerage Act 1999 has no objection in principle subject to:-
Conditions requested: The proposed dwelling must be connected to the public sewer(s) in a manner acceptable to the Department of Transport Drainage Division and on terms and conditions, which must be agreed with the Division prior to the commencement of any building works.; All drainage works must conform to the requirements of the Department of Transport’s “Manx Sewers for Adoption” and all necessary inspections/ surveys [including CCTV] are to be carried out at the developer’s expense.; A communication fee will be payable to the Department of Transport in respect of this drainage connection.; The Department (as the drainage Authority) be advised, in advance, of the date of the connection of each dwelling to the public sewer(s).; The applicant is required to contact the Drainage Division prior to work commencing on site to discuss this proposed connection.; The proposed domestic drainage layout must include two separate systems for foul and surface water and combine at the cartilage boundary. Details of the above drainage layout must be provided to the Borough of Douglas Drainage Department for approval prior to construction.; Surface water for the proposed roof and car park area will not be permitted to freely discharge onto the public footpath and highway.
