Officer's Report
Premises are within Ramsey Town Centre which is zoned as mixed use on the Ramsey Local Plan. The property is currently used for the provision of holistic therapies.
In 2001 an application (01/2188) was submitted for a change of use of retail outlet to premises for practice of alternative therapies. This was granted permission with no restrictive conditions on the hours of operation.
The applicants wish to extend the use to provide teaching of holistic therapies and introduce an element of retail into the unit.
The retail use is compatible with the surrounding area as it is a mixed use area. The proposal will provide any alternative retail element into Ramsey albeit on a small scale.
The teaching element would be ancillary to the provision of holistic therapies. This would generate more visitors to the site. The applicant has indicated that the number of students on the premises at any one time will be four. The premises do not have any parking arrangements. Since the site is within a town centre with car parks, pedestrian and public transport links I do not consider the proposal will have an adverse effect on parking within the town centre.
In terms of the relationship with the residential flat above the shop, the proposal will slightly intensify the use of the premises. However, residents of flats above retail shops should expect some degree of disturbance from a retail use. The applicant has indicated that teaching will take place 8am to 9pm Monday to Sunday. The premises are currently able to operate unrestricted in terms of opening hours. It may be possible to restrict the hour of operation. There does not appear to be any complaint to the directorate regarding use of the premises. On balance I feel the proposal would not cause any significant impact on the occupiers of the flat above the application site.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the additional use of the premises to provide holistic teaching and retail of associated products as shown in drawing numbers 00486/1 and 00486/2 date stamped 20th March and Letter from Joy McMillian dated 20th June 2006.
