Description Of Application Site
- The application site is an agricultural field set to the north of the Mountain View, Bride Road, Pinfold Hill, Bride
- To the east of the application site is the public highway of the A10
- To the north and west of the application site are agricultural fields.
- The application site is within an area not zoned for development and an Area of High Landscape Value and Scenic Significance.
Proposal
- The proposal is to incorporate an agricultural field into the residential curtilage of Mountain View.

Issues
- The application is proposing to change the use of the existing field into residential garden. In recent appeal decisions, it has been allowed for parts of agricultural fields to be converted into residential garden. These applications were proposing small encroachments into the countryside.
- This application is proposing an encroachment of between 40-60m into the countryside. Paragraph 5 of Planning Circular 1/88 states that "It is recognised that the Manx Countryside is extremely fragile and even a limited development can have an impact out of all proportions to its size. Account has been taken out of public concern about encroachment of development into the countryside..."
- I am deeply concerned about the proposed level of encroachment into the countryside which could lead to residential paraphernalia being introduced into the countryside. I consider this proposed encroachment into the countryside to be unacceptable and be detrimental to openness and character of the locality and the countryside in general.
Conclusion
I therefore recommend that permission be refused for the above reasons.

The proposed residential curtilage would be contrary to Planning Circular 1/88 in that the proposed curtilage would amount to being a significant encroachment of a residential curtilage into the open
countryside which will diminish the openness of the surrounding area and would cause demonstrable harm to visual amenities of the locality.
