The site represents the footprint of an existing factory building situated within Ronaldsway Industrial Estate.
The area is designated as Industrial on the Isle of Man Planning Scheme (Development Plan) Order 1982.
The site previously accommodated Ronaldsway Shoe Factory which closed down relatively recently. A recent application proposed the change of use of the building to non-industrial purposes (PA 05/92229). This was refused on the basis of inadequate information to satisfy the Planning Committee that the proposal would not conflict with the Department's general retailing policy which guides such development to town centres.
Permission was granted for the storage and repair of coaches (PA 05/01541).
Now proposed is the use of the site for the sale and servicing of vehicles and accessories. No proposed plans have been included to show how the building would be laid out or how much of the site would be dedicated to sales and how much to repair and how much, if any outside storage of vehicles would occur and where and where the parking would be available for staff and customers.
A resident of Port Soderick suggests that this is a better proposal than PA 05/92229. Department of Transport Highways and Traffic Division indicate that they cannot assess the proposal and require further information. Malew Parish Commissioners have no objection to the application.
Department of Transport Drainage Division recommend the attachment of a condition regarding the discharge of harmful matter to the public sewer.
Fire Prevention Officer recommends discussion with him regarding all aspects of fire safety.
The principle of the use of industrial land for car sales is not objectionable: permission has been granted for such uses at the Business Park (Oxley's and Caledonia and Corkills/the 4 Wheel Drive Centre at the Barley Field estate alongside), Kingswood Honda at Spring Valley Industrial estate (PA 91/00715, although this permission was never taken up). Permission has also been granted for car sales at Units 12 and 6, Spring Valley (PAs 00/02010 and 00/0388), Snugborough (96/0231) and Douglas Head (05/1374) amongst other sites. There has been a series of closures in this area - Ronaldsway Shoe Factory has been followed by Castle Industries (Report on www.iomonline.co.im:- "Castle Industries, on the Ronaldsway Industrial Estate, Ballasalla, will close this year with the loss of 31 jobs. It is another blow for industry in the south following the closure of Ronaldsway Shoe Company, Ballasalla, last April and job losses at Strix. Castle Industries financial director John Collins said the closure was like losing a 'family'. The shutdown, announced on Tuesday, came as a 'shock' for the
staff of 10 women and 21 men. It was blamed on falling sales, increased competition from the Far East and spiralling operation costs. 13 April 2006").
Planning permission was also granted for the use of an existing unit to a nursery and offices for Manx Family Services (04/02006), illustrating the changing nature of how our industrial estates are beginning to be used.
In this case there needs to be more information provided regarding how the building will be sub-divided, where car parking and vehicles for sale will be parked and some idea of staff numbers. The applicant has been contacted a number of times to seek the additional information outlined above and no response has been received. As such, the application should be refused for this reason.
Department of Transport Highways and Traffic Division, Malew Parish Commissioners, Department of Transport Drainage Division and the Fire Prevention Officer are all statutory authorities and should be afforded party status in this instance.
The resident of Port Soderick is not directly affected by this proposal and should not be afforded party status in this instance.

As such it is not possible to properly assess whether the development could be satisfactorily serviced and whether the proposal is acceptable.
