Site
The dwelling 24 Cronk Avenue, Onchan, is part of a pair of semi detached two storey properties which are located on the eastern side of Cronk Avenue, north of Hillberry Road. The property has been zoned under the Onchan Local Plan Order 2000 as being within a predominately residential use.
Proposal
The application proposes the erection of a two storey extension to the side elevation to provide additional living accommodation, creation of a hard standing and erection of a boundary fence.
The side extension would have a side projection from the existing gable end wall of the dwelling of 3.9 metres, which leaves a minimum gap of 0.7 metre gap to the boundary with 26 Cronk Avenue.
The total length of the extension is 8.7 metres; the extension does project 1.8 metres past the existing rear elevation of the dwelling.
This boundary treatment with 26 Cronk Avenue currently consists of a conifer hedging, which is proposed to be removed to make way for the extension. The application also includes erecting a timber fence to replace the loss of the hedging. The extension will be set back from the front elevation by 1 metre.
The existing hard standing area is proposed to be increase in width to 5 metres, therefore accommodating two off road parking spaces.
Representations
The Onchan District Commissioner has considered the application and has recommended an approval. The Isle of Man Fire and Rescue Service recommended that a mains wired interconnected smoke detector be installed. We have received no privately written representations objecting to the application.
Assessment / recommendation
The two storey extension would seem to be acceptable, the 1 metre setback will prevent any possibility of causing a terracing affect, the neighbouring property does not have any primary windows on the gable end of the property and therefore the issue of loss of light does not occur.
The driveway leaves an adequate amount of garden space and therefore does not create a large hard standing area to the front which would encourage additional vehicles parked in front of the property which would have an adverse impact upon the visual amenity of the street scene.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.
