The Site
The site represents the domestic curtilage of an existing dwelling on the north eastern side of Malew Street.
Planning Status And Relevant Policies
The site lies within an area designated on the Castletown Local Plan as Predominantly residential and within Castletown’s Conservation Area.
Planning History
Previously planning permission was sought and granted for an extension to the property, creating a lean-to utility/kitchen and replacement windows and front door (PA 04/01539). Prior to that permission was granted for the replacement of the windows in the front elevation (PA 04/0543).
The Proposal
Proposed here is the demolition of the existing lean-to kitchen and its replacement with a new two storey extension which accommodated a new kitchen and utility at ground floor level with a bedroom above with patio above the flat roof above the utility. Windows in the rear elevation are to be sliding sash.
Representations
Department of Transport Highways and Traffic Division object to the application on the basis that the extension intensifies the use of the site without providing any further parking facilities.
Assessment
The existing property is very modest and the previous proposal added around as much kitchen/utility space as is being proposed here. What is effectively being added is a bedroom at the first floor level. The addition of this bedroom is not, in my view sufficient to warrants refusal on the basis of the adverse impact on parking spaces. There are no parking spaces on site nor could there be given the logistics of the site and its location.
Party Status
Department of Transport Highways and Traffic Division is a statutory authority and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings reference AT 774.1 and AT 774.2 both received on 21st February, 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. The windows in the proposed extension must be installed in accordance with the approved drawings and retained as such unless otherwise approved by the Planning Authority.
