The proposed alterations to the front elevation are sympathetic and create a balanced appearance unlike the existing front elevation. I consider the alterations to be acceptable.
The proposed rear extensions will be obscured from public view due to the existing house or the landscaping which exists on the front boundary of the property. I therefore do not feel the proposal will harm the visual amenities of the locality.
The extensions to the rear involve a first floor extension over the existing kitchen extension and a conservatory to replace the existing sun room.
In respect of the impact on Ashurst, the application site is set to the west of the neighbouring property. The proposed conservatory will be sited on the east facing elevation of the existing kitchen extension to the applications site. The conservatory will not face towards the neighbouring property. The proposal will not cause any impact from overshadowing or overlooking.
In terms of the proposed first floor rear extension, the extension will project 5m beyond the rear building line of the original house. The only window which could be affected from the extension is a first floor window. The extension will be set approximately 2.45m away from the window. However the height of the extension to the eaves is only 300mm above window sill height. The rest of the proposed extension above this particular height will be the roof of the extension, which will slope away from the boundary of the site. This will reduce any impact in terms of the overshadowing and visual intrusion. On balance, I consider the proposed extension to be acceptable.
The DoT does not oppose the application subject to a condition requiring two off street parking spaces are retained within the site. There is sufficient parking provision within the site. I consider the condition proposed by the DoT to be unreasonable would not be of any benefit.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to erection of a first floor extension, erection of a conservatory, installation of dormer window on front elevation and replacement windows as shown on drawing numbers 01 Rev A and 04 Rev A date stamped 16th March 2006, 03, 02 and 05 date stamped 28th February 2006
C 3. No facing and roofing materials shall be used other than materials similar to those used on the existing building.

N. There are Underground Cables/Overhead Lines present in the area indicated in your planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
Contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
N. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.

The Drainage Division of the Dept of Transport advises that the proposed surface water discharge to the watercourse must be via a spillway, which must be constructed to Drainage Division specifications. You are advised to contact the Drainage division to finalise the spillway design before work commences on site.
