In pursuance of his powers under the above Acts and Order the MINISTER for Local Government and the Environment, following report by the appointed person, does hereby REFUSE the application by Mr John O'Mara — Demolish existing houses and erect a building to provide one basement floor of storage space, two floors of office accommodation and three floors to contain five apartments along with a three level car park to rear for the reasons stated on the attached schedule.

- The proposed development would constitute over-development of the site, producing a building which in massing, site coverage and heights are considerably larger than that which occupies the site at present. In particular the rear flat roofed projection of the building.
- The three storey garage development, due to its size, design, massing and height along the public highway (Well Road Hill) would make an overbearing and unattractive impact to the detriment to the users of the public highway.
- The visibility splays from the proposed access are inadequate to serve the needs of the development.
- The proposed development would prejudice redevelopment or the low-grade buildings immediately north of the site, such development would be of positive value to the appearance and dignity of this prominent corner.
- The entrance to the car park is opposite to Christian Road and traffic egressing the development will conflict with existing traffic movements at this junction.
