The Site
The site represents the curtilage of an existing semi-detached building located on the corner of Strand Road and the lane leading from the same to Station Road, past the Falcon's Nest Hotel to the east.
Planning Status
The site lies within an area designated on the Port Erin Local Plan of 1990 as Mixed Use. The building is presently used as residential accommodation.
The Proposal
Proposed here is the replacement of the existing windows which are timber sashes and described as in a poor state of repair. The new replacements would similar in pattern but with plastic-framed windows which open in the three central sections of the base and the two flat windows alongside.
The existing building on the site has single pane inward opening bottom hung casements in the top floor which differ from those in the adjoining building, which are sliding sash in the top (2nd) floor). In the existing building, the first floor windows are presently two fixed stained glass lights in the top quarter with sliding sash windows below. These windows are wooden but painting has clearly not been undertaken for some time. The windows in the property alongside have been maintained. The ground floors of both properties have been altered from their original style and are now large single panes in both. The windows in the properties round about vary from original timber-framed sliding sashes to plastic-framed single panes.
The property is not within a Conservation Area and the buildings are not Registered. However, the Department has tried with some buildings in the vicinity, for example the Falcon's Nest Hotel, to get replacement windows which more accurately reflect the original form of glazing. In that case, PA 05/0978 plastic-framed tilt and turn windows were refused.
The windows now proposed are fixed and casement lights which are not as clumsy or bulky as the tilt and turns proposed in the Falcon's Nest.
Representations
Port Erin Commissioners indicate that they have no objection to the application.
Conclusion
Bearing in mind the appearance of the windows in the floor above and below the windows which are proposed to be replaced and the fact that the general glazing style is as similar to the existing as is reasonable with a modern material, I would recommend that the application is approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the replacement of the windows in the first floor of the property as shown and described in the plans reference 0509/01, -02 and -03 all received on 9th January, 2006.
