The Application Site And Proposed Development
The application site comprises the curtilage of a commercial building that is located in Parliament Street, Ramsey.
The proposed development comprises of the installation of uPVC casement windows in the front elevation of the building to replace the existing first and second floor windows.
Planning History
There are no previous planning applications that I consider to be specifically relevant to the assessment of this current planning application.
Representations
Ramsey Town Commissioners have no objection to the planning application.
The Society for the Preservation of the Manx Countryside and the Environment object to the planning application. The grounds for their objection can be summarised as a belief that the installation of bottom opening casement windows is unacceptable.
Planning Policy
The application site is located within the recognised town centre area defined by the Ramsey Local Plan. There are no planning policies within the written statement, that accompanies the plan, which I consider to be specifically relevant to the assessment of the planning application.
Assessment
In terms of assessing the planning application I consider it pertinent to note that a significant amount of the buildings along Parliament Street have had uPVC casement windows installed, albeit I suspect not all with the benefit of planning approval. Given this, and the fact that the application site is neither within a Conservation Area nor a Registered Building, I consider that it would be unreasonable to refuse planning approval. Furthermore, I would suggest that a refusal would be difficult to sustain at any subsequent appeal. On that basis I recommend that the planning application be approved.
