The Application Site And Proposed Development
The application site comprises the curtilage of a detached dwelling that is located on Baldhoon Road in Lonan.
The proposed development comprises of the erection of a single storey detached dwelling, which houses a swimming pool.
Planning History
The application site has not been the subject of any previous planning applications that I consider to be relevant to the assessment of this current planning application.
Representations
Lonan Parish Commissioners have no objections to the planning application.
Planning Policy
The application site is within the area covered by the Laxey and Lonan Area Plan. The application is not specifically zoned and effectively represents a dwelling in the countryside. The site is within a wider area of high landscape value and scenic significance. There are no policies within the plan, or general planning policies, that I consider to be specifically relevant to the assessment of the planning application.
Assessment
Given the size and close positioning of the proposed building I consider it appropriate to assess the proposal in a similar manner as an extension to the dwelling. As discovered by site visit, the application site is surrounded by a large amount of trees that screen the site of the proposed development. I was unable to find a view of the application site from distance. On that basis I believe that the proposed building does not impact on public or private amenity and is therefore acceptable.
I recommend that the planning application be approved.

I consider that all parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.
