Officer's Report
THE SITE
The site represents the curtilage of an existing dwelling located on the eastern side of Strand Road. PLANNING STATUS AND RELEVANT POLICIES The site lies within an area of Existing Residential use on the Port Erin Local Plan which was approved by Tynwald in 1990.
Planning History
PA 94/1820 proposed the change of use of the part of the ground floor to provide chiropodist's surgery and was approved 97/2198 proposed an extension to the dwelling and was approved PA 05/0074 proposed a single storey extension to replace an existing and was approved.
The Proposal
Proposed here is the change of use of the part of the ground floor of the property which was approved for use as a chiropody surgery, to a self-contained tourist unit. This would have a guest room (which I assume is a lounge), kitchen bedroom and shower room.
There is on site parking for four vehicles - two in the garage and two in front.
Representations
There is support for the proposal from Department of Tourism and Leisure.
Isle of Man Water Authority recommend that standard note 3 (SN 24) is attached to any approval. Port Erin Commissioners raise no objection and
Department of Transport Highways and Traffic Division so not object provided that the driveway is widened to 4.8m to provide side by side parking spaces.
Assessment
The proposal would not contravene the prevailing land use designation and is supported by the Department of Tourism and Leisure with no other objections. The applicant has amended the proposal to provide a widened driveway as requested by the Department of Transport and this has no adverse impact on the property.

All those who have submitted views are statutory authorities and as such should be afforded party status in this instance.

C 1.
This permission relates to the conversion of the premises to tourist accommodation with the widening of the existing access all as shown in drawing 0420A/01 received on 27th January, 2006 and -02/A recieved on 13th March, 2006.
C 2.
The proposed use must be taken up within four years in order for this permission to remain valid and prior to the taking up of the use, the driveway must be widened as shown in the approved plans.
