The appellant argued the proposal matched a lapsed 1996 approval (PA95/0681), extended a successful tourist complex identified for tourism in the Local Plan, had minimal visual impact, and supported the local economy without policy change justifying refusal. The Council defended refusal due to the site's designation in an Area of High Landscape Value, extension onto open space, and no special treatment for tourism over countryside protection.
