Officer's Report
Description Of Application Site
- Ballacurn Mooar Farm is an elevated position, sited off the southern end of Cobb Lane. The site commands excellent views over Ballaugh, Michael and the north-western coastline.
- The site is within an area of high landscape value and scenic significance.
Proposal
- The proposal is demolish a single storey glazed structure and construction of a two storey extension to rear elevation.
- The extension will project 8.3m to the rear of the property and will be 10.9m in width.
- The height of the extension will be 5.5m and 6.1m respective to the ridge
- Facing and roofing materials to match.

Statutory Consultation Responses
- Ballaugh Parish Commissioners have objected to the application. They have made the following comments:
- Consider there has already been a very large extension to this property which can be seen from quite some distance from the northern plain. The present proposal appears to be over elaborate for the area.
- Highways Division of DoT – No comments received
Public Responses
- Press notice were posted on 5.01.06
- IoM Fire and Rescue recommend that the applicant to contact the Fire Safety Department as the first floor is unsafe in the case of a fire occurring on the ground floor.
Issues
- No neighbouring properties nearby. Therefore, the application will not impact on any residential amenities.
- The only consideration is the impact of the application on the visual amenities of the locality.
- In respect of the impact on the visual amenities of the area, the extension will be set to the rear of the property. The proposal will create a further significant addition to the property. I do have concerns about the size of this extension in relation to the existing property. However, the extension would only be visible from distant views for example from the Main Road outside of Ballaugh. The proposed extension would not be seen to be excessive in relation to the existing building when viewed from this distant view.
- On balance, the proposal would not cause demonstrable harm to the visual amenities of the countryside or the area of high landscape value and therefore recommend that planning permission should be granted.
Conclusion
I therefore recommend that permission be granted subject to condition attached in the schedule.
