Site
The application proposes the installation of uPVC vertical sliding sash windows to replace the existing to the top floor of the front elevation of 2 Southview, Queens Promenade. The property is part of a pair of four storey semi detached properties on the junction of Summer Hill, Queen's Promenade and King Edward Road; the site is zoned within the Douglas Local Plan Order 1998 as an area of Residential and Tourism use, the site is also within the Douglas Promenades Conservation Area.
Planning History
The property has had a number of recent applications which include:
- Installation of replacement uPVC windows to first and second floor front elevation and rear elevation (05/01796/B) which was approved,
- Installation of replacement uPVC windows to third floor of front elevation (05/01796/PART) which was refused as the proposed half round head bottom opening casement window at third floor
level (top floor) would not preserve or enhance the appearance of the property or that of the Conservation Area.
- Installation and erection of new access steps, French doors and balcony to side elevation and new French doors and balcony to replace existing bay (05/01993/B) which was refused on the grounds that, the removal of the existing bay window to the front elevation, installation of French doors and erection of a balcony would not preserve or enhance the appearance of the Conservation Area.
Proposal
The application is install a half round head white uPVC sliding sash window to replace the existing timber sliding sash windows.
Consultations
The Douglas Corporation have considered the application and have no objection.
We have received no privately written representations objecting to the application.
Assessment / Recommendation
The previous refusal for the installation of the top floor windows (third floor) was because the proposal was to install uPVC bottom casement windows which would have been inappropriate with the property and the Conservation area. The windows at the 1st & 2nd floor on the front elevation have all had a previous approval for white uPVC sliding sash windows, except the large bay window which has been given approval to replace like for like with aluminium frame.
Therefore the proposal would seem to be acceptable due to being the same style and design as the existing and therefore will not have a detrimental impact upon the property or that of the Conservation Area but enhance the visual appearance of the area, and my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
