Officer's Report
The application proposes the erection of a disable access ramp and new stairs to the rear entrance of Living Well Health Club which is part of the Hilton Hotel and Casino complex along the Central Promenade in Douglas. The area of the site is zoned as Tourism on the Douglas Local Plan Order 1998.
The proposed ramp will have a total length of 15.5 metres and a width of 1.4 metres, a new staircase will also be erected. Along the new ramp will be 0.9 metre high galvinised steel railings with
galvinised metal weld mesh infill panels. The existing entrance consists only of a small staircase (4 steps).
The Douglas Corporation and the Department of Transport have both considered the application and neither have an objection, although the Department of Transport Highway Division have made an additional comment since there initial letter (29th Nov 2005) that the entrance into the lane from the public highway should be widened to 4.1 metres to accommodate the two way flow of the traffic. We have received no privately written representations objecting to the application.
The proposal would seem appropriate in this location and will improve the access into the health club for all users, which should be encouraged. Therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents, and shown in drawings (PA) 01, (PA) 02, (PA) 03 and (PA) 04 all received on 7th November 2005.
N 1. It should be taken into consideration that after consulting with the Department of Transport Highways Division the entrance into the lane from the public highway should be widened to 4.1 metres to accommodate the two way flow of traffic.
