In pursuance of powers granted under the above Act and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Mrs Daphne Corlett Proposal: Alterations and extension to convert existing redundant garage and store into self contained tourist/guest accommodation at: Ballacorlett Beg Barregarrow Kirk Michael Isle Of Man IM6 1HQ
which was considered on 1 February 2006, for the reasons set out below.

Reasons For Refusal:
- The site lies within an area of countryside identified as "High Landscape or Coastal Value and Scenic Significance" on the 1982 Development Plan Order. As such, development is generally resisted unless it complies with the Department's established Countryside Policies.
There is no evidence submitted to demonstrate that the stone barn is redundant from its original use or that it is structurally capable of renovation. As such the proposal is contrary to Planning Circular 3/89 and therefore it would be premature to determine this application without this evidence.
Furthermore, the proposal includes an extension of the existing building which is not supported in Planning Circular 3/89 unless it is for essential facilities. As such it would be an incongruous addition to the existing building and would not preserve or enhance the appearance of the building as it presently appears.
- The proposed development would intensify the use of an existing access road onto the B10 where visibility is considered to be inadequate to serve the needs of the development and therefore the proposal would prejudicial to highway safety.
- This decision was made by the Director of Planning and Building control in accordance with the authority delegated to him under Article 3(13) of the Town and Country (Development Procedure) Order 2005
