The application sought consent to demolish Registered Building 34 at 5 The Parade, a corner building in Castletown Conservation Area, as part of a wider scheme involving adjacent registered buildings at 6 and 6A The Parade. This was linked to a planning application 05/92412 GB for redevelopment into offices.

The officer recommended refusal because the application failed to include or demonstrate any justification for demolition, as required by policies RB/3, RB/5 and RB/6 in Planning Policy Statement 1/01…
RB/3 General Criteria Applied in Considering Registered Building Applications
Policy RB/3 requires assessment of the building's importance, intrinsic architectural/historic interest, particular physical features, and contribution to local scene including group value. The officer found the application failed to address these, particularly group value with nearby registered buildings.
RB/5 Alterations and Extensions
Sets presumption against alterations/extensions unless convincing justification provided showing why works are necessary/desirable, with full impact details. Officer noted lack of justification, especially as building recently in office use.
POLICY RB/6 DEMOLITION (PPS 1/01)
Presumption against demolition; requires proof of repair costs vs importance, marketing efforts for re-use, and alternative site merits. No such evidence submitted; building viable for continued office use.
A great improvement (on the South East elevation) over the previous scheme. If the small dormers were given proper pitched gable roofs, it would be even better.
Architect to consult with the fire safety department with regard to the proposed scheme of fire precaution which are to be contained within this proposed development.
Note 1- For connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the IoMWA Planning and Projects Section, tel. 695958.
The building should be built under the Part M building regulations and thus accessible for unassisted wheelchair users. From door widths to electric sockets. Layouts should ensure there are dropped kerbs at all road junctions and that appropriate tactile paving is provided. Where common parking is to be provided then 5% should be designated disabled parking.
Multiple public objections from Castletown Heritage and local residents strongly oppose the demolition of registered building 5 The Parade (RB34) and associated developments, citing harm to the Castletown Conservation Area, poor design, overdevelopment, and loss of heritage.
Key concern: demolition of 5 The Parade (RB34), described as one of the most important registered buildings on the Island
Castletown Heritage
Objectionit is absolutely vital for Castletown, the Island and the Island's reputation that 5 The Parade must not be demolished; We therefore strongly urge the Committee to reject this application; present proposals are badly designed and (partly as a result) overbearing
Conditions requested: rear building painted grey not white or yellowish; very strict conditions as to preservation of Balcony House interior features (plasterwork, staircase, mahogany doors individually itemised); detailed drawings provided for moulded surrounds, window types (sliding sashes preferred), chimneystacks; new no 5 no higher than eaves of 1-5 Queen Street
John and Pauline Cringle
Objectionthis proposal constitutes unsympathetic alteration; request this application is refused and the reasons for that refusal ensure this application cannot go further
Conditions requested: 1 parking space per 50 square metres net floor space, confined within development area
Hon J A Brown SHK Member for Castletown
ObjectionThe proposal to demolish No 5 The Parade is totally unnecessary and unacceptable to the town; I would therefore urge the planning committee to reject in totality all the proposals
Quinn Kneale (for Mrs C Salisbury Jones of 7 The Parade)
ObjectionThe proposed development will be incongruous in a Georgian square and will have a detrimental effect; Our client urges the Planning Committee to refuse the applications
Conditions requested: steps to preserve interior features including moulded plasterwork in Balcony House
