Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
The proposal meets the tests of General Policy 2 of the Isle of Man Strategic Plan 2016, as the character of the surrounding townscape and the character of the locality are not being adversely affected. The application is therefore judged to be acceptable.

1.0 THE SITE - 1.1 The site is 7 Briarfield Avenue, Onchan, a bungalow with first floor accommodation within the roof space with a double dormer and single storey sun room to the rear. The property has a ribbed profile concrete tile roof, spar dash wall finish and UPVC doors and windows.
2.0 THE PROPOSAL - 2.1 The application proposes to replace the existing ribbed profile concrete tile roof with light grey flat profile smooth finish concrete tiles.
3.0 PLANNING POLICY - 3.1 The site is within an area defined as Predominantly Residential on Map 6 of the Area Plan for the East 2020. The site is not in an area at risk of flooding. - 3.2 National policy: THE ISLE OF MAN STRATEGIC PLAN 2016
General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
4.0 PLANNING HISTORY - 4.1 Application 03/00170/B permitted the erection of a conservatory to the rear of the dwelling, while application 08/00128/B permitted the erection of a first floor extension to the rear elevation.
5.0 REPRESENTATIONS - 5.1 Onchan Commissioners have recommended that the application be approved (05.10.2021). - 5.2 The Department of Infrastructure Highways Division have stated that there is no highways interest in the application (06.10.2021).
6.0 ASSESSMENT - 6.1 The principle issue with the proposal is the impact on the surrounding townscape. The proposed roof tiles are a flat, smooth, profile while the existing tiles are a ribbed profile. The surrounding properties also have roof tiles with a ribbed profile. Whilst the proposed tiles are therefore different in style, they are not judged to be inappropriate, and are not judged to have an adverse impact on the townscape or the character of the locality.
7.0 CONCLUSION - 7.1 It is judged that the proposal meets the tests of General Policy 2 of the Isle of Man Strategic Plan 2016, as the character of the surrounding townscape and the character of the locality are not being adversely affected. It is therefore recommended that the application be approved.
