Officer's Report
The application site is a single storey dwelling situated on the southern side of the Douglas Road (A3). The application site is located in the open countryside and an area of High Landscape or Coastal Value and Scenic Significance.
The application is seeking an approval in principle to erect a detached dwelling.
The Michael Parish Commissioners has objected to the proposal on the following grounds:
- The land is not zoned for development as shown on the 1994 Kirk Michael Local Plan and therefore to develop this land would be contrary to Policy 5.9 and 12.4 of the Local Plan. It is believed that if this application was granted, it would set precedence to the other fields which would result in infill to the village.
The application site is outside the Local Plan map designation. The authoritative development plan for the area is the 1982 Development Plan.
The proposal is to create an additional dwelling on the site. Therefore the additional dwelling needs to be assessed against Planning Circular 1/88 which states with the exception of housing to serve the needs of a viable agricultural holding it is the Department's policy to discourage residential development in the countryside. There is no agricultural case being demonstrated by the applicant.
This proposal would contrary to the general presumption against development within the countryside and therefore would be contrary to Planning Circular 1/88.

The proposed development would be contrary to the adopted land use designation and the Department's general presumption against development in the Island's countryside - as set out in Planning Circular 1/88. Approval of this development on this site would establish an unfortunate precedent for further unwarranted and uncontrolled development in the countryside.
