Officer’s Report
THE SITE 1.1 The site is the residential curtilage of an existing property sitting on the northern side of Duke Street, Peel part way between the junctions with Beach Street and Bridge Street.

1.2 At the rear the dwelling has an existing lean to extension, part of which is finished with a slate roof and part in polycarbonate sheeting. There are existing patio doors and a window on the rear elevation of the lean-to.
THE PROPOSAL 2.1 Proposed is the replacement of the polycarbonate roof with new slate roof and fitted with a rooflight. The patio doors are also to be replaced with new.
PLANNING HISTORY 3.1 The property has been subject to alterations and extensions previously under 97/01951/B and 18/00805/B although neither is considered material in the assessment of the current application.
PLANNING POLICY 4.1 The property lies within an area designated on the Peel Local Plan 1989 as Mixed Use. The site also lies within the Peel Conservation Area. As such there is a requirement for development to preserve or enhance the character or appearance of the area as set out in Section 18 of the Town and Country Planning Act 1999, Environment Policy 35 of the Strategic Plan and Planning Policy Statement 1/01 - Guide to the Conservation of the Historic Environment of the Isle of Man.

5.1 Peel Town Commissioners had not commented on the application as of 9/11/2021.
5.2 Department of Infrastructure Highway Services - No highways interest (22/09/2021).
5.3 No comments received from neighbouring properties.
ASSESSMENT 6.1 The existing polycarbonate roof is neither original nor traditional in this case and its replacement with a more appropriate slate roof finish to match the rest of the dwelling is likely to bring about an overall visual improvement, although the site of works is not prominent from any public vantage point and will likely go unnoticed to most. Similarly the replacement of the existing patio doors with new patio doors is considered to be unobjectionable having a negligible visual and amenity impact on the dwelling and its neighbours.
CONCLUSION 7.1 The proposed replacement re-roofing and patio door works are considered to be acceptable and to accord with EP35 and PPS1/01.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and
