General Policy 2
Requires development to respect residential character, amenity, and design standards (criteria b, c, g). Officer tested side/rear extensions' form, mass, scale against streetscene and precedents; found modest, not overbearing/out-of-place, in 'Predominantly Residential' zoning per 8.12.1.
Environmental Policy 22
Relevant to flue emissions from multi-fuel stove. Assessed 1m separation from boundary to No.61; no adverse visual/amenity harm expected despite minimal public visibility.
Transport Policy 7
Concerns driveway removal/garage addition. Proposal retains 2 spaces per Appendix 7 standards; no highway impact, confirmed by Highway Services.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.

no objections
Garff Commissioners raised no objections to the significant extension noting mitigation for overlooking and precedent on the estate; DOI Highways stated no highways interest; a neighbour objected due to proximity to boundary, loss of view, overlooking, and parking concerns.

Garff Commissioners
No ObjectionMembers noted that similar extensions had been permitted elsewhere on this estate and after careful consideration of the impact of the proposals had no objections to raise with the Planning Authority.; mitigation of any overlooking issues had been incorporated through the use of narrowed ‘slit’ windows on the two-storey gable.

ObjectionThe application currently under review (21/01088/B) will have the effect of extending our neighbour’s property right up to the boundary with ours and within a few feet of the part of our building which is subject to the approved planning application.; obstructing the view from the windows also meaning that we will look out on to a neighbours brick wall which is not acceptable.; their proposed extension does this which is not really acceptable.; concerns around the removal of car parking.
