Officer's Report
The proposal is set within the established nursery. The proposed tunnels are well sited with the existing tunnels. The tunnels are set well back from the public highway and would be well screened. I do not consider the proposal would adversely affect the character or appearance of the area. The tunnels would be set a significant distance from any residential property and would not adversely affect the residential amenity.
The nursery currently has an area of devoted to the sale of plants. This area is currently open to the elements. The proposed tunnels are intended to provide shelter for plants, which area grown on site, and customers. The proposal is not intensifying the retail element of the site. I therefore do not consider the proposal would impact on the vitality and viability of the existing retail area.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of three polytunnels as shown in drawing numbers TS2/05 PALL; LP05 PALL; PT2/05 PALL and SP2/05 PALL date stamped 27th October 2005.
C 3. The polytunnels shall only be used for the display of plants produce grown or matured on site.
C 4. No existing tree or shrub, acting as screening, indicated on the approved plans to be retained shall be cut down, grubbed out, topped, lopped, or uprooted without the written consent of the Planning Authority. Any such tree or shrub removed without such consent or dying, becoming seriously damaged or diseased within a period of 5 years from the completion of the development shall be replaced in the next planting season with another of similar size and species, unless the Planning Authority gives written consent to any variation.
