Officer's Report
The site lies to the north of Glen Maye alongside the Garey Road which links Glen Maye with the Round table Road (A36).
The building on site is a converted barn, permitted under PAs 95/0095 and 99/1588. The latter application contained a number of conditions, on eof which made it clear that the conversion was permitted under the provisions of PC 3/89 and that "subsequent extensions will not be permitted once the conversion has been achieved as approved".
This is not referred to by the application (neither the wording nor the application itself) indicating that the agent has not bothered to familiarise him/herself with the planning history or plannig policy although it is explained that the applicant's circumstances have changed, leading to the requirement for additional space.
The proposal is for a sizeable extension to the northern end to provide a family room, gargae, music area, dining - none essential facilities and all both contrary to the terms of the original approval and adding significantly to the bulk, length and massing of the existing building, to its detriment. The provision for the facilities mentioned above seem a little extravagant if the existing space is limited.

R 1. Planning permission was granted for the conversion of the former barn to a dwelling under PA 99/1588. This is not referred to in the application form. one of the conditions of this approval was that the conversion of the barn to living accommodation was permitted under the provisions of Plannign Circular 3/89 and that in accordance with this "subsequent extensions will not be permitted once the conversion has been achieved as approved". This is not referred to in the application either. Whilst the applicant's circumstances have changed, these are no considered sufficient to warrant setting aside the terms of the original approval or the provisions of Planning Circular 3/89. It is also noted that the extension will provide, inter alia, a guest bedroom, music area and dining room which are not essential facilities and there are no existing plans to demonstrate what accommodation is presently available.
R 2. The proposed extension will add significantly to the length, bulk and massing of the existing building, creating a very long building which is inappropriate and changes the appearance of the existing structure.
