The application site set within a cul-de-sac located to the west of the Bretney Estate.
In terms of the impact on plots 2 and 4 will be minimal, these plots are currently vacant. The side elevations of the proposed dwelling will contain no windows. I therefore do not consider the proposal will cause any significant impact from overlooking when this plots get developed.
There is no record of any planning applications for dwellings to be erected on these plots, I am therefore unable to assess the potential impact from overshadowing.
In terms of the impact on the street scene, I consider the design of the dwelling to be acceptable and will blend in with the existing dwelling currently being built.
I feel the permitted development rights for this development should be withdrawn so as not to prejudice the residential amenity of plots 2 and 4.
I therefore recommend that planning permission be granted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a dwellinghouse as show in drawing number 05/427/3(C) date stamped 31st October 2005.
C 3. The development must be connected to the public foul sewer.
NOTE: With regard to condition 3 relating to the connecting of the development to the public foul sewer the applicant is advised that the connection must be in a manner acceptable to the Department of Transport Drainage Division and on terms and conditions, which must be agreed with the Division prior to the commencement of any building works. All drainage works must conform to the requirements of the Department of Transport's "Manx Sewers for Adoption" and all necessary inspections/surveys [including CCTV] are to be carried out at the developer's expense. It is also a legal requirement under the Sewerage Act 1999 that the Department (as the drainage Authority) be advised, in advance, of the date of the connection of the development to the public sewer. Communication Fees will be payable to the Department of Transport in respect of this drainage connection.
C 4.
There must be no discharge of surface water to the main foul water.
C 5.
Prior to the commencement of facing and roofing of the new dwelling the samples of the facing and roofing materials proposed to be used shall have been submitted to and approved in writing by the planning authority. Once approved the development shall be carried out in full accordance with the approved details or any approved amendments.
C 6.
Prior to the commencement of works, full details of both hard and soft landscaping works shall have been submitted to and approved in writing by the planning authority and these works shall be carried out as approved. Details of hard landscaping works shall include boundary treatment, including full details of the boundary fencings to be erected; footpaths and hard surfacing materials. The hard landscaping works shall be completed in full accordance with the approved details within 3 months of the first occupation of the dwellinghouse hereby permitted; and all planting shall be carried out in accordance with the approved details in the first planting and seeding seasons following that first occupation. Any trees or shrub which within a period of 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species, unless the planning authority gives written consent to any variation.
C 7.
The dwellinghouse hereby permitted shall not be occupied until the car parking and manoeuvring areas have been provided in accordance with the approved plans, and those area shall thereafter be kept available at all times for their respective purposes.
C 8.
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any order revoking and re-enacting that Order with or without modification), no further development shall take place within the curtilage of dwellinghouse hereby permitted without the written approval of the planning authority.
