Officer's Report

The planning application seeks approval for the change of use of the Ramsey Rugby Club Pavilion on Mooragh Promenade to allow its use as a community building between 08:00 and 20:00 in any one day. The proposed change of use effectively constitutes a revision to condition no. 3, attached to the approval of the erection of the pavilion, which states that "The building must only be used as a sports pavilion in association with the adjacent sports field." The main intention of that condition was to prevent the use of the building solely as a bar cum event premises. However, a consequence of the condition is that all non rugby club activities are prohibited.

Ramsey Town Commissioners have no objections to the planning application subject to the limitation by condition of the use to that requested. The Disability Access Office has recommended that the needs of disabled access are taken into account. The Fire Safety Officer has recommended that they are consulted with regards to the provision of appropriate fire precaution measures.

The proposed change was discussed with a representative of the applicant prior to the submission of the planning application. I consider the impact of the proposed use to be suitably limited and believe that an appropriate condition can be imposed. Accordingly, I recommend that the planning application be approved.

C 1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.

C 2. This approval relates to the building contained with the red line as defined by drawing no. 02/1900/01 date stamped the 31st October 2005.

C 3. This approval permits the additional use of the building for community events between the hours of 08:00 and 20:00 (inclusive) in any one day, which are not commercial or directly linked to Ramsey Rugby Club.
