Application for Approval in Principle for 7 Dwellings at Dukes Road, Douglas for Turvey Homes Ltd

Approval in Principle for the erection of 18 dwellings on land adjoining Laureston Manor, Douglas, PA 00/01612/A, Approved at Review on the 28th March 2001 for a period of two years, subsequently extended following a request for a further period of 12 months to expire on the 28th March 2004. A further request to extend this period was declined on the 6th February 2004.
The land is currently shown as ‘predominantly housing’ on the Douglas Local Plan.
A period of discussion with Mr Sinden, Planning Officer for Douglas took place regarding various options, retaining the 18 no. dwellings approved and it became clear that a satisfactory arrangement of reasonable sized dwelling could not be achieved without prejudicing open space, both for the dwellings and the neighbouring properties.
An application for 24no. apartments was submitted PA04/01526/B, which was refused by the Committee on 22 November 2004. A review of that decision was requested and granted. The Committee reinforced their initial decision on 28 January 2005. An appeal of this decision is scheduled for 21 September 2005.

Consultation with the Department of Fisheries and Forestry was undertaken at an early stage and an accurate survey of the trees produced and their report is enclosed. A number of trees were identified as being sufficiently decayed to warrant removal, albeit it was always our client's intention to retain trees as far as possible to enhance a mature parkland feel. The Department also gave parameters regarding adequate distances to trees from buildings, this has been more than amply adhered to, it is also the intention to further strengthen existing hedges and trees with new planting both trees and shrubs which we would respectfully suggest be part of a condition of approval if possible.
Discussions with the Department of Transport have also taken place and the site entry shown selected to give proper turning areas, both into the site and also into Princes Road, it is intended that the roads within the site be adopted in due course and therefore has been designed in accordance with Manx Roads 1. The opportunity has also been taken to show a footpath to Dukes Road where none presently exists and as included in the conditions of PA00/01612/A.
We feel that a lesser number of larger dwellings reflects the scale of existing established Victorian dwellings to this area of Dukes Road and Princes Road and gives an opportunity to include large open areas of garden and landscaping in the formation of a private cul-de-sac. The decreased numbers of dwellings will no doubt be reflected in the decreased traffic entering from Dukes Road. Indicative house types are shown on drawing no. 4.1529.02.
