Officer's Report
The application seeks approval for alterations to the carriage crossing outside Raymotors, the creation of access arrangements for the neighbouring property, Nassau, and the alteration of the dividing boundary position. I understand that the neighbouring property is occupied by the owner of Raymotors.
The planning application submission is not as complicated as the submitted drawing makes it look and the actual development can be separated into three elements. Firstly, proposed works to Nassau, secondly proposed works between Nassau and Raymotors, and thirdly proposed works relating to Raymotors.
The works to Nassau comprise of a new vehicular access with associated carriage crossing and the repositioning of an access gate. I consider these elements to be all unobjectionable and acceptable.
The works between Nassau and Raymotors comprise of the repositioning of the boundary wall. I understand that this is in order to improve operational access to the rear of Raymotors. I consider this to be a relatively minor alteration and acceptable. The works relating to Raymotors comprise of alterations to the carriage crossing so that it is all flush kerbing. I understand that this is in order to improve operational access to Raymotors. These changes are relatively minor and will probably improve the set up, as there will be uniformity. I suspect that this actually constitutes works to highway land and something that the Highway Authority could do under their statutory undertakings. Other than attaching a note to the approval this is not an issue for the planning application and I consider this element to also be acceptable.
There are no objections to the planning application. I recommend that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no. 5220/1/1 and associated photographs date stamped the 2nd September 2005.
N 1. The approval of this application does not confer or imply ownership of highway land. The applicant is advised that they must obtain approval from the Operations Section of the Department of Transport before carrying out any work within the highway, telephone (01624) 686665. Crossings will be required to be constructed in accordance with Manx Roads 2.
