The application proposes the internal alteration, amendments and refurbishment to shop front demolition of rear annex, installation of external steel access stairs, creation of a doorway in existing window to rear elevation, removal of existing Perspex yard cover and erection of a block and render wall with entrance to rear elevation at 92 Bucks Road, Douglas, which is a end terrace on a corner plot.
The existing property was a barbers shop with a residential flat above. The proposals do not include a change of use but only to improve the existing property internally and externally. The major construction will be at the rear of the property with the demolition of the rear annex and installation of external steel access stairs.
The Douglas Corporation and the Department of Transport have considered the application and have no objection. We have received no private representations for this application.
The existing property is an eyesore on the street scene (see photos) at present and a proposal to redevelop the property should be encouraged and therefore the proposals would seem to be appropriate in these locations and my recommendation is an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents, as shown in drawings 463/001, 463/010, 463/011 and 463/012 all received on 12th September 2005.
Note 1 11/1/05 This property falls within the scope of The Fire Precautions (flats) Regulations 1996. The applicant is required to consult the Flats Inspection team to discuss the fire precautions and compliance details.
Note 2 11/1/05 Prior to the demolition of these premises, an application will need to be made in writing to the Chief Executive of the Department of Local Government and the Environment for issue of a direction to demolish under the terms of the building control act 1991.
I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
