Officer's Report
The application seeks approval in principle for the erection of a detached dwelling on a parcel of land adjacent to an existing farm group in Marown.
The application site is not zoned for development under the 1982 Development Plan and whilst the application site does not appear to have been the subject of any previous planning application the adjacent land has. Approval in principle for conversion of agricultural buildings into dwellings on the adjacent land was granted through the approval of 00/01590/A. Approval for the conversion of agricultural building to eight dwellings and six garages, conversion of farmhouse to two dwellings and
creation of roads, parking and drains on the adjacent land was granted through the approval of 02/00230/B. This approval has been amended through the approval of 02/01906/B. An application, 99/02157/A, seeking approval in principle for construction of two dwellings with detached garages on land the other side of the farm group was refused primarily on the land not being zoned for such purpose.
There are objections to the planning application from Marown Parish Commissioners, the DoT Highways Division, SPMCE and a neighbouring property. The application appears to rely on these previous approvals as justification for the erection of a new dwelling. However, in terms of planning policy the conversion of existing redundant buildings is distinctly different from the erection of a new dwelling. There is a well established presumption against new residential development in the countryside, set out through the development plans and planning circular 1/88. The development proposed by this planning application is contrary to that planning policy and, as such, I must recommend that the planning application be refused. In addition to the planning policy issues DoT Highways Division has objected on the grounds of visibility.

R 1. The application site is neither zoned for residential development nor does the proposed development represent an appropriate replacement dwelling nor is there appropriate agricultural need for the proposed dwelling. Accordingly, the residential development proposed by this planning application is contrary to the land use zoning of the Isle of Man Planning Scheme (Development Plan) Order 1982 and the presumption against new build residential development in the countryside set out by the provisions of Planning Circular 1/88, Residential Development โ Houses in the Countryside.
R 2. Notwithstanding the first reason for refusal the visibility from the existing access is inadequate to serve the needs of the proposed development.
