Officer's Report
The planning application seeks approval for the erection of a dwelling to replacement an existing shop and flat on West Quay in Ramsey. The proposed development includes a two car garage.
The application site is located with the town centre, as recognised by the Ramsey Local Plan. Although, the actual permissible uses or different levels of acceptable use are not defined within the local plan policy R/TC/P6 states that "The West Quay area is allocated for mixed use, with a presumption in favour of rehabilitation and conversion (as against demolition) of the warehouse buildings."
Ramsey Town Commissioner have no objection to the planning application. At the time of writing no comments have been received from the DoT Highways Division. SPMCE have no objection to the planning application. The Isle of Man Water Authority have requested a note be attached to any approval. The Isle of Man Fire and Rescue Service has recommended refusal on the grounds of the means of escape in the event of fire. The means of escape is covered by building regulations and is not a material planning consideration. Therefore this objection cannot form grounds for refusal of a planning application.
In the absence of any requirements regarding levels of different uses within the town centre I would conclude that the erection of dwelling in this location is acceptable. The design of the building is in keeping with the adjoining properties. I recommend that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 5215/1, 5215/4 and 5215/5 date stamped the 26th September 2005.
N 1. For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.

Whilst not a material planning consideration and not able to form grounds for refusal of a planning application the applicant is advised that the Fire Safety Officer recommended refusal on the basis of the means of escape being unsafe in the event of fire.
