Dear Madam
Re: Planning Application to erect Grain drying Shed and Associated Agricultural Fuel Bund and Hazardous Chemicals Store I write as Farmer/ Applicant in the above application to explain the reasons for making it.
On 7th September my previous Grain Dryer, located in shed marked “A” on the site plan, caught fire and was destroyed, causing extensive damage to that shed, which also contained my bunded Farm Fuels and a chemical store room. Because of the operation of the previous dryer, the fuel source needed to be located within the shed for gravity feeding. The tanks were located in an elevated position over the chemical store room which also acted as a bund.
During the fire these tanks were in great danger if igniting and were only saved by the endeavours of the Fire Service.
There was an added danger that burning fuel could have run down the yard setting fire to the existing storage units, some containing livestock, and to the farm house
I previously obtained approval for hard standing and a new shed (marked “B” on the site plan.) – Planning Application 03/01410/B.
To improve Health and Safety, I now wish to relocate the Fuel bund and Chemical store on the approved hard standing area, which is adequately located not to present any danger to the main farm buildings or neighbours, and yet is ideal for refuelling Agricultural Machinery and servicing the proposed Grain Dryer. Additional thorn bushes will be planted around the perimeter to assist screening (see site plan). The bund wall will be constructed with concrete blocks sealed with special cement to prevent leakage, and will be topped with a 2 metre security fence and matching gate.

Shed "B" will now be used to store processed Grain and Straw, whilst the refurbished Shed "A" will be used for general storage and machinery storage.
The proposed Grain Drying Shed will be specifically constructed to accommodate a new dryer, with open sides to minimise fire risk and alongside the grain storage (Shed "B") for easy transfer of processed grain. There will be a concrete ramp for tipping trailers into the grain storage pit, before processing; the sides of the drying/processing area will have heavy duty, fold back, visqueen curtains which will be opened during processing. It is envisaged that the new dryer will be fuelled by LPG, piped from the new bunded fuel area alongside the existing approved farm lane.
I enclose photographs of a similar grain drying unit located at Oatlands Farm, Santon. The Department of Agriculture have been consulted during the preparation of this application. If you or the Committee require any further information, please contact me. Yours faithfully
Hugh Hezlett
