Officer's Report
The application site is Ballacoraigue House located off The Cronk road, Ballaugh. The site comprise of a dwelling and an outbuilding. The proposal is to convert the outbuilding into tourist accommodation.
The applicant has stated on the application forms that the barn is used for garage. No evidence has been submitted with the application to support the barn is redundant from it original use.
Furthermore, the applicant has not submitted a structural report to demonstrate the barn can be capable of renovation It would be premature determine this application without evidence of redundancy and a structural report. The proposal therefore does not accord with Planning Circular 3/89. I therefore recommend that planning permission be refused.
The application is proposing to use the existing vehicular access to the site. The site current has no access road. The proposed access road would run past a number of properties. In particular, Ballacoraigue Cottage is adjacent to the new access road with no buffer zone to the north of this property.
This application brings traffic movements to the application site in close proximity to adjoining properties resulting in a nuisance to occupiers of these properties. This would reduce the quality of the residential environment due to noise and general disturbance. I therefore consider the proposed access road would be detrimental to the amenities of the occupiers of the adjoining dwellings and would be inappropriate.
Furthermore, there is a window at ground floor level on the side elevation of Ballacoraigue Cottage which overlooks the proposed access road. The conversion of the building would increase the number pedestrians using this road. Therefore, Pedestrians using this access road could look into the cottage and subsequently reduce the level of privacy currently enjoyed by the occupiers of that property.

There is no evidence submitted to demonstrate that the stone barn is structurally capable of renovation and no evidence has been submitted to demonstrate the barn is redundant from its original use. This is contrary to Planning Circular 3/89 and therefore it would be premature to determine this application without this evidence.

The use of the proposed access road would by reason of it's close proximity to the existing dwelling of Ballacoraigue Cottage and other adjoining properties would be detrimental to the residential amenity of the occupiers of those properties.
