Officer's Report
The site represents part of a larger area owned by the applicant, located off the minor road which leads from the Old Castletown Road to Meary Veg. The site accommodates an outbuilding. Elsewhere on the site are four other residential properties and two barns.
In the consideration of the application for change of use from agricultural and holiday accommodation to residential use, conversion of the barn to residential use and conversion of tractor house to residential use - PA 98/1087, the Inspector made reference to the scale of development proposed and referred to it as "the creation of a residential hamlet in open countryside with no suggestion of agricultural justification". That application proposed the creation of a dwelling from the tractor shed, as this latest application proposes to do. Worryingly, the application makes no reference to these previous applications and provides no justification for the creation of this new dwelling. Effectively this is the same proposal as the last one and should not be approved. There are local concerns, mainly regarding the condition and nature of the roads serving the site.
There is also a planning application for the creation of completely new dwellings - PA 05/1630 which should be considered at the same time as this application. This site is further towards the minor road and is completely unjustified.
Both are speculative proposals and should not be permitted.

The site is not designated for development on the Isle of Man Planning Scheme (Development Plan) Order 1982. The creation of a dwelling as proposed would be contrary to the provisions of this Order and to the provisions of Planning Circulars 1/88 - Residential Development - Houses in the Countryside and 3/89 - Renovation of Buildings in the Countryside. The existing building is not eligible for conversion to a dwelling under the provisions of 3/89 and in any case is being absorbed into a completely new dwelling.
Note: there is no supporting information provided with this application to explain why an exception to the Department's general policies against development in the countryside should be set aside in this case. In addition, despite the inclusion of a question in the application form, no reference is made to any previous planning applications which have been submitted for this site, including one which specifically refers to this part of the site. PA 98/1087 proposed, amongst other things, the conversion of the tractor house to residential use and was refused.
