Officer's Report
The application seeks approval in principle for the erection of a two-storey detached dwelling on a site in Lonan. The application site currently contains some modern type agricultural buildings and it is proposed that the new dwelling will replace these buildings.
There are objections to the planning application. Given that the application site is not zoned for development and Planning Circular 1/88 does not allow for the erection of dwellings to replace agricultural buildings I have to conclude that the proposed development is contrary to planning policy and to recommend that the planning application be refused.

The application site is neither zoned for residential development nor does the proposed development represent a replacement dwelling nor is there appropriate agricultural need for the proposed dwelling. Accordingly, the residential development proposed by this planning application is contrary to the Isle of Man Planning Scheme (Development Plan) Order 1982 and the provisions of Planning Circular 1/88, Residential Development – Houses in the Countryside.
