Officer's Report
The application seeks approval for the alterations and additions to form function rooms within the Groudle Glen Hotel in Onchan. The works comprises of the conversion of part of the basement and the infilling under an upper floor extension to form a function room.
Concern has been expressed by several local residents over the potential for noise nuisance, general disturbance, parking problems, sewage provision and the suitability of proposed development. Following an objection from the Department of Transport Highways Division regarding details of car parking and access arrangements an amended drawing and additional information was submitted by the applicant’s agent. This additional information highlights that parking is unrestricted in the area, demonstrating this on the amended drawing.
I consider that the building element of the proposed development, i.e. the infilling to the rear, is acceptable as the impact is suitably limited. However, I consider that the provision of a function as proposed will inevitably result in the generation of additional custom, which will have a resultant impact on car parking, noise and potential disturbance. The limited car parking available to the premises is insufficient to manage with such additional custom and the knock on effect will be added disturbance to the surrounding dwellings. I believe that this level of disturbance will be unacceptably detrimental to the amenity of these dwellings. I recommend that the planning application is refused.

The creation and subsequent use of the proposed function room would cause an unacceptable and adverse impact on the amenity of the neighbouring properties. In particular the limited amount of on site car parking would result in the area in front of the neighbouring properties being in routine use for car parking at unsocial hours, which would cause an unacceptable level of disturbance and detrimentally impact on the occupant’s enjoyment of those properties. Furthermore, the Planning Committee are concerned that an unacceptable level of noise and general disturbance may be created by the creation and use of the function room.
