Officer's Report
The application site is a two storey semi-detached dwelling located to the south of Glebe Aalin. The application site is situated within a predominantly residential area.
In respect of the impact on No's 19 – 21 Ballacrosha, the application site is set to the northeast of the neighbouring properties. The proposed extension would be set approximately 11m from the rear elevations of the neighbouring properties. The proposed extension would only be single storey in height. Due to the orientation and distance, I do not feel the proposal will cause significant harm from overshadowing or visual intrusion.
The extension will not have any windows on the side elevation. This will prevent any overlooking from occurring. However, the existing conservatory will be extended nearer to the side boundary of the rear gardens to the neighbouring properties. It is proposed to install windows on this elevation. I feel this will cause harm to the occupiers of the neighbouring properties from overlooking. However, I feel a condition requiring these windows to be obscure glazed will be prevent any overlooking from occurring.
In respect of the impact on No.15 Ballacrosha, the application site is set to the northeast of the neighbouring property. The proposed extension will not project in front of the nearest habitable window on the rear elevation of the property. Due to the orientation and siting of the extensions, I consider the proposal will not cause significant harm from overshadowing or loss of light. Since the extensions are single storey I do not consider the proposed development will be visually intrusive.
The proposed conservatory will not project along the side boundary of No.15 Ballacrosha. This will help to mitigate any impact from overlooking. Considering that a condition is recommended to prevent any overlooking of the other properties. I therefore feel any impact on No.15 will have been significantly reduced.
In terms of the street scene of Glebe Aalin, the proposed extension has been setback from the front building line of the main dwellinghouse. The existing building lines of the adjoining properties have a stagger. This proposal would characterise that feature and would be in keeping with the general character of the street scene.
Since there is no adjoining property next to the proposed extension, terracing will not be an issue.
I consider the proposed extension has been designed to be subservient and would not cause demonstrable harm to the visual amenities of the street scene.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. The permission relates to the erection of a single storey side and extension and replacement conservatory as shown on drawing numbers 03 Rev P1; 04 Rev P1; 05 Rev P1 and 06 Rev P1 all received on 3rd May 2005
C 3. The windows on the south west facing elevation of the conservatory shall only be obscure glazed.
C 4. There must be no discharge of surface water to the main foul sewer.
C 5. The external finishes of the extension must match those of the existing building in all respects.
N 6. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
