Officer's Report
The site, defined in blue, represents the curtilage of Glashen Farm, located to the north of Ballasalla. The farm accommodates a relatively new farmhouse and barn located in the middle of the holding. This represents a relocation of the original farmhouse from Glashen Close. The agricultural building was approved under 97/0318 (although the farmhouse was refused in this application, and 97/1522) and extended under PA 97/2105. The house was finally approved under PA 97/2104.
Now proposed is the erection of a new barn, alongside (to the north of) the existing barn. This will be smaller than the existing, extended barn and will be 18m by 36m and 6.4m to the ridge, finished in green sheeting to match the existing shed.
Whilst the Commissioners recommend the introduction of a planting scheme, I feel this is a little late as the farmhouse and a substantial shed are both in place. A small woods planting scheme would help the buildings integrate into the landscape although this may take away valuable grazing land.
The new shed is required to comply with DAFF's farm assured scheme and will assist with the wintering of animals on the farm.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a new agricultural building as shown in drawing 03/687/1b received on 13th May, 2005.
C 3. The building may only be used for agricultural purposes.
N 1. The applicant is encouraged to consider the introduction of a tree planting scheme within the farm to soften the impact of the existing and proposed buildings. The advice of DAFF would be useful in this respect, in particular their Amenity Tree Planting and Small Woods Scheme.
