Strategic Plan Infrastructure Policy 3
Requires balancing telecom infrastructure needs with environmental impacts, presuming against visually intrusive masts but allowing exceptions for strategic national need via mast sharing or alternatives. Officer assessed the radomes as less intrusive than prior large antennas, supporting satellite connectivity for island resilience, with no alternatives needed given zoning and history.
General Policy 2
General development control considerations including amenity and character. Proposal complies as it does not unduly affect countryside character, with radomes contained visually against existing structures.
Environment Policy 2
Protection of landscape. Distant views and smaller scale than approved antennas mean no undue harm, reading against Carnane backdrop and low vegetation.
Environment Policy 4
Biodiversity protection. No unacceptable impacts on Wildlife Site heathland, with track mitigation via local acid rock as in prior approvals.
Environment Policy 5
Biodiversity protection. Prior MWT report confirmed no wildlife value harm; access track enhances open heathland habitat.
Fencing details
No fencing shall be erected at the site other than that shown on approved plans 1576.RD1 and RD2, and whilst retained on site that fencing shall remain dark green in colour. Reason: In the interest of reducing the visual impact of the fencing in view of its prominent location on this hillside.

Any hardcore or gravel material used to make up or maintain the access track within the application site shall be formed of local acid rock unless otherwise agreed in advance with the Department. Reason: In the interest of protecting the heathland habitat in the area, which requires an acidic basis.
Radome removal if disused
If any of the radomes are no longer required or used for the purpose stated in the application, they must be removed from site and the ground restored to its previous condition within six months of the cessation of use. Reason: to protect the visual amenities countryside from unwarranted development.
