In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Norlands Ltd Proposal: Conversion of basement level into two apartments with additional car parking for three cars at: 38 - 40 Castlemona Avenue Douglas Isle Of Man IM2 4EG
which was considered on 9 September 2005, for the reasons set out below.

Reasons For Refusal:
- The proposal would constitute unsatisfactory, over-intensive development of the site, resulting in:
a) accommodation having a limited outlook and a generally poor environment; b) loss of existing storage space for the existing flats and for refuse bins; and c) tight parking spaces which would be difficult to use and sometimes inaccessible.
- This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
