Officer's Report
The application site is situated within the estate of Ballamenagh House to the east of the A14. The application site is set in the open countryside.
In 2002, planning permission was granted for the erection of an agricultural building to be constructed out of timber. This application is seeking approval for the retention of a brick garage with smooth render. The building has been built to the same dimensions of the previous approval (PA02/00195/A).
In terms of its impact on the street scene, the materials used match the existing dwelling. The building is set well back from the road. There is landscaping running along the eastern boundary of the application site and a slight fall in gradient from the road to the building. These factors allow the building not to be visible from the public highway.
The building sits well in its context with the existing dwelling on the site and surrounding buildings. I feel the retention of the building would not further diminish the openness of the countryside and would not cause demonstrable harm to the visual amenities of the locality.
