The main issue was the impact of the proposed development upon the character and appearance of the Conservation Area and the individual property.
Environment Policy 1
Protects the countryside and its ecology from development that would adversely affect it unless there is an overriding national need. The officer assessed that the proposal does not adversely affect the countryside, despite the site being in an Area of High Landscape Value, as it is a minor retrospective gate replacement within an existing settlement curtilage.

The officer tested the gate's design, scale and finish against this, finding it an enhancement and betterment over the previous timber gate, more in keeping with the original property and the area's special character.
