Officer's Report
The site represents the curtilage of an existing, renovated dwelling located on the eastern side of the Ballamodha Straight.
Planning permission was refused for the principle of an extension on the front elevation under PA 03/1491 and the principle of a garage approved. A subsequent application, PA 04/2367 related to extensions on the rear and was approved and PA 04/2601 related to the details of the garage which was approved and the details of a stable which was refused due to its size.
Now proposed is a stable block which is double-banked to address the concern about the length of the previous scheme. The stable is now in two parts with the longest being 15m long and a shorter length stable behind it. The stables are now also being dug in which will reduce their impact even further. The applicant may wish to use the material excavated to form a bank above the stable which would reduce its impact even further.
I am satisfied that this is now reasonable and there are no objections to it.
There is a HVO electricity line running through the site, parallel with the A3. The stable will be 9m from this where the MEA recommend a separation of 9m at least to prevent damamge from falling poles. This is a standard requirement set out in the 1982 Order. This should be noted in the approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of stabling as shown in drawings 1057-13A and 1057-12A both received on 14th May, 2005.
C 3. The stabling may only be used for the keeping of horses and associated feed and equipment in association with the occupation of "The Croit", indicated in the approved plans.
C 4. There is a High Voltage Overhead electricity line running through this site. No part of the stable should be within 9m of this line in accordance with adopted safety guidelines as set out in the 1982 Isle of Man Planning Scheme (Developemnt Plan) Order.
N 1. The applicant may wish to consider utilising the material excavated in the development, to form banking or mounding immediately behind the longer of the two stables, to further screen the buildings from the road.
