Officer's Report
The application site is situated on the southern side of Andreas Road. The site is located within the open countryside. The surrounding countryside is relatively flat in character.
In respect of the impact on street scene of the A17, the proposed mast would be set approximately 52m from the frontage of Andreas Road. The front boundary of the application site has very limited landscaping features obscuring any views of the proposed wind turbine. The proposal would be very
prominent within the street scene. This proposal would be out of character with the surrounding area and be visually intrusive.
I therefore consider the proposal would cause demonstrable harm to the openness and character of locality which would be detrimental to the visual amenities of the open countryside.
The proposed turbine would be situated within 130m and 220m away from the nearest dwellings to the south of the site. The planning submission does not indicate if the proposed turbine will have a mechanical gearbox or not. This would certainly make a difference in the level of noise to be generated from the turbine. The applicant has not provided evidence to demonstrate the proposed development would not impact on neighbouring properties from actual or perceived noise disturbance. I therefore consider insufficient information has been provided to assess the impact of the turbine on neighbouring residential properties from noise disturbance.
I also feel the proposed development would cause some level of visual intrusion to these properties. This is due to some of the properties not having substantial levels of landscaping and therefore would be able to see the proposed development in relation to the open countryside.
Approximately 400m to the north of the proposed turbine is a residential property, which has open views of the countryside to the south of their property. The introduction of a wind turbine in this location would be prominent and be visually intrusive when viewed from their property.

R 1.
The proposed wind turbine would by reason of it height and siting would:
loudscape
i) introduce a prominent and incongruous feature in the street scene, which would cause demonstrable harm to the openness and character of open countryside and would be detrimental to the visual amenities of the locality; and ii) result in reduced levels of residential amenity currently enjoyed by occupiers of adjacent properties by reason of visual impact.
R 2.
The applicant has submitted insufficient information to assess the noise impact of the proposed development on the surrounding residential uses and therefore it would premature to consider the application.
R 3.
To allow the proposal would set an undesirable precedent and may result in the proliferation of such developments.
