Officer's Report
The application site is a two storey semi-detached dwelling located on the north eastern side of Ashberry Avenue. Ashberry Avenue is a cul-de-sac. The site is located within a predominantly residential area. To the northwest of the application site is the property of No.38 Ashberry Avenue. To the southeast of the application site is the property of No.34 Ashberry Avenue.
In 2001, an application (01/00286/B) for a two storey side extension was submitted. This application was considered to be unacceptable and was refused at the initial and review stages. The reason for the refusal was an extension of the form proposed would have an adverse impact on the appearance and character of the immediate area around the site. This impact would be exacerbated if similar
development were to take place on other plots nearby. The application went to appeal was subsequently dismissed. The inspector had concerns that a full height extension on this site would give an enclosed terrace style appearance which would not be broken until viewed from the immediate frontage and would change the appearance of this part of the Avenue to its detriment.
This application has been submitted to overcome the concern addressed by Planning Committee and the Minister. The proposal is to convert the roof space of the existing garage and build a flat roof extension behind the front plane of existing garage.
In respect of the impact on the street scene of Ashberry Avenue, there is a 2m wide gap between No.34 and No.36 Ashberry Avenue. The proposed extension would be partially visible from the street scene. The majority of the views will be either obscured by No.34 or the existing roof of the garage. I do not feel the proposal will cause demonstrable harm to the visual amenities of the locality.
In respect of the impact on No.34 Ashberry Avenue, the application site is set to the northwest of the neighbouring property. The neighbour's have concerns about the loss of light to the rear garden. Due to the orientation I do not feel the proposal will cause demonstrable harm to the occupiers of No.34 from overshadowing or loss of light. There are no windows proposed for the side elevation, I do not consider the proposal will cause harm from overlooking.
In terms of visual impact to the occupiers of No.34 Ashberry Avenue, the proposal would be visible from the rear garden of the neighbouring property. The extension will have a flat roof design. I feel this propose design solution to allow a extension in the position proposed would look out of character with the existing property when viewed from the neighbouring property. I therefore feel the proposal would harm cause demonstrable harm to the occupiers of the No.34 Ashberry Avenue by reason of visual intrusion.
