Officer's Report
The application seeks approval for the change of use of an existing retail unit in Onchan into office accommodation. The applicant intends to establish a taxation and accountancy office. The application site lies within a defined mixed use area for residential/office/retail.
Onchan District Commissioners have objected on the grounds that no provision is made for staff or client parking. DoT Highways Division consider there to be no adverse traffic impacts. Given that the property has been previously been used as a retail premises, which could generate more visits than the proposed use, and that the level of visit generation from the proposed use should be relatively low I consider the car parking situation to be acceptable. Accordingly, I recommend that the planning application be approved.
