Officer's Report

The application seeks approval for the conversion of a single-storey barn and adjacent cow shed building within a farm group in Jurby.

The buildings are within a farmstead comprising of a farmhouse and a group of redundant farm outbuildings. There are two concurrent planning applications (05/00339 & 05/00441) for the development of other parts of the farm group. I visited the site and discussed the proposals with the applicant’s agent prior to submission.

The proposed development includes elements of extension, primarily to join two buildings together, and I would suggest that the key issue in examining the proposal is whether this level of extension is acceptable. On balance I believe that the level of extension is offset by a combination of the removal of existing negative elements and the overall resultant development. On that basis I recommend that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to drawing no.s 101, 102, 103, 106, 107, 111, 112, 113 and 116 date stamped the 10th March 2005.

C 3. The residential cutilage of the dwelling is hereby defined as shown by red line on drawing no. 116 date stamped the 10th March 2005.

C 4. The roof(s) must be finished in dark natural slate.

C 5. The exterior stonework must be of a traditional nature.

NOTE: Split stone on a backing render is not acceptable as an external finish.

C 6. All existing stonework must be retained as such and must not be rendered, painted or similarly treated.

C 7. Prior to the commencement of development the applicant/developer must contact the Department of Agriculture, Fisheries and Forestry's Wildlife and Conservation Office to arrange an inspection for bat roosts. If any roosts are identified no development may occur until suitable measures have been undertaken to ensure their safe relocation or removal.

N 1. For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.

N 2. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.

N 3. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
