Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
It is concluded that the planning application accords with the provisions set out in General Policy 2 & Environment Policy 35 of the Isle of Man Strategic Plan 2016 and the Residential Design Guide 2021.

1.0 THE APPLICATION SITE - 1.1 The application site is the residential curtilage of Maycroft, Minorca Hill, Laxey which is a two storey property along the northern side of Minorca Hill. The existing property is roughly rectangular and has traditionally proportioned chimney stacks but squarer windows than would normally be found in a truly vernacular dwelling.
2.0 THE PROPOSAL - 2.1 The planning application seeks approval for the installation of a new door and replacement of existing window with 2 new windows.
3.0 PLANNING HISTORY - 3.1 There are no previous planning applications on this site which are considered relevant in the determination of the current proposal.
4.0 PLANNING POLICY - 4.1 The application site is within an area zoned as Predominantly Residential under the Area Plan for the East. The site is within a Conservation Area.
4.3 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains one policy that is considered specifically relevant to the assessment of this current planning application: - 4.4 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.0 REPRESENTATIONS - 5.1 Garaff Commissioners comment "There were no objections to these proposals" (03.08.2021). - 5.2 Highway Services comment their is no highway interest (03.08.2021).
6.0 ASSESSMENT - 6.1 The key issue to considerer in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene and impacts upon neighbouring amenities. POTENTIAL IMPACTS UPON THE VISUAL AMENITIES OF THE STREET SCENE
6.1 In relation to the installation of the door to front door (replacing an existing smaller door to lower ground floor), installation of a new single door to gable elevation (lower ground floor) and two new windows to rear elevation (first floor - replacing an existing larger window) it is
consider the works would preserve the Conservation Area and have little visual impact upon the street scene.
6.2 The works will not introduced any feature (namely overlooking) which raise any concerns upon neighbouring amenities.
7.0 RECOMMENDATION - 7.1 Overall it is concluded that the planning application accords with the provisions set out in General Policy 2 & Environment Policy 35 of the Isle of Man Strategic Plan 2016 and the Residential Design Guide 2021 and as such the planning application is recommended for approval.
