Officer's Report
The site relates to the Clock Tower Industrial Estate, Foxdale. Manx Telecom seeks to erect a 15m high flexicell monopole with 3 integral antennas and an equipment cabinet.
The pole will be in a different position and would be higher than that approved at Appeal under PA 03/1852. The pole previously approved was to be 12.5 metres in height and 85 metres closer to the main road.
The agent has stated that the pole needs to be relocated due to the ‘future development plans from the site provider’. It will provide 2G coverage to the Foxdale Area and accommodate 3G antennas once the network is ready.
The increase in height is necessary to facilitate 3G antennas into the same structure. Also it needs to clear the height of adjacent buildings.
The nearest point to the School is 180m, or 130m to the School grounds.
A number of residents and the Headmaster at the School have raised concerns about health implications. The general scientific advice that there are no health effects. A certificate has been submitted to demonstrate compliance with the ICNIRP guidelines.
Given that a pole has already been approved close to this site, that the new position is further from the main road and that the increase in height will be softened by surrounding buildings and vegetation, the application is considered acceptable. It should be made clear that the approval is as an alternative to PA 03/1852.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This approval relates to drawing numbers 2882/006/FOX/001, 2882/006/FOX/002, 2882/006/FOX/003 and 2882/006/FOX/004. C 3. As part of this development, approval is granted for a single structure to house ancillary equipment only.
C 5. The cabin must be dark green in colour.
C 6. In the event that the proposed monopole and equipment housing become redundant, the structures shall be removed from the site in their entirety.

P.C. overturned the original decision and refused the application for the following reason:
"The applicant has failed to demonstrate that there is a need for a telecommunications mast to be erected in this location. Furthermore, the applicant has failed to demonstrate that there are no technically feasible alternatives to the scheme proposed."
