1. Having regard to the letter of J7/4 from the applicant, and to the Permitted Dev't Order (Sch., para.2), it appears to me that the wall constitutes Permitted Dev't, since it is (a) not within 5 m of a highway; (b) not higher than 2 m; and is (c) in accord with the definition of "traditional wall". 2. I therefore recommend that this be referred to the Director Signed for determination under Date The authority delegated by the Minister, and that we advise all parties that, since the proposed dev't constitutes P.D., the application does not fall to be determined.
